The Relief and Rehabilitation Division(RRD) has three key operational units under it,these are:
1. Emergency and Relief Unit
2. Child support unit
3. Education Unit
1. Emergency and Relief
The objective of emergency relief is to bridge the food gap for the most food insecure areas and households while using food to promote food security through community development activities.
REST from its inception has provided emergency relief across Tigray and it has developed significant experience and capacity in this field. Due to the relief program the lives of tens of thousands of people has been saved from starvation and death who are affected by natural calamities and man made factors.
The emergency program incorporates provision of food, agri-tools, capacity building, cash support for purchase of livestock.

The key strategy in implementing the emergency program is its integration with the development process. Free food distributions are restricted only to vulnerable sections of disaster affected communities who are unable to work, accounting for about 20% of the total beneficiaries while the remaining 80% is distributed as part of a food for recovery program. In the last four years alone the emergency assistance was carried out as follows:
